Restore Harrow Green was appointed to manage the highly complex relocation of over 250 researchers, laboratory assets, scientific samples, and office teams from Alderley Park and the OCRB Manchester site into the newly constructed Paterson Building at the University of Manchester.
Over 105 HGV loads of high-value and highly regulated assets – including more than 350 laboratory fridges, freezers, robotic systems, and hazardous samples – were relocated between January and May 2023. The move was executed with detailed planning, regulatory alignment, and a focus on sustainability and reuse.
The Challenges
This was not a typical relocation. The project presented several complex challenges:
- Highly regulated materials: The move included HTA, GMO, and BSL-2 samples, many stored in ultra-low temperature freezers requiring secure, live movement under strict ADR protocols.
- Specialist equipment handling: Robotic systems and scientific platforms weighing over 2,000 kg required technical lifting solutions and coordination with Original Equipment Manufacturers (OEMs).
- Time-sensitive programme: With tight delivery windows and critical research continuity requirements, all activities had to be completed within a compressed and fixed schedule.
- Multi-stakeholder planning: The programme involved over 40 stakeholder groups including internal departments, OEMs, and external technical vendors, each with specific expectations, access requirements, and timeframes.
The Solution
Restore Harrow Green applied a turnkey project management strategy focused on risk mitigation, technical compliance, and traceable logistics. Our in-house Dangerous Goods Safety Advisor (DGSA) collaborated directly with the client’s own DGSA team to ensure 100% compliance with ADR transport regulations.
Over 105 phased vehicle movements were mapped with traceability, using inverter-powered vehicles for temperature-controlled transport of sensitive freezers. Our project team maintained a live risk register throughout, ensuring real-time tracking and response to OEM delays or access constraints.
We delivered supplementary services including:
- OEM and third-party vendor coordination for calibration and recommissioning
- Secure chain-of-custody for sample tracking
- Dedicated waste and IT clearance where needed
- Contingency planning for equipment resale and storage.
The Outcome
The project was delivered ahead of schedule and within budget, with no incidents or sample loss. Our logistics ensured business continuity, met all regulatory obligations, and aligned with CRUK’s zero-landfill and sustainability goals.
Five HGV loads of equipment were resold, and reusable furniture and IT equipment were redirected through our Refresh programme to schools and charities.
The relocation strengthened our partnership with the University of Manchester and CRUK, and was highlighted by CRUK leadership as an example of smooth execution across complex technical and stakeholder environments.
